I certainly dont think Western countries have a moral obligation to admit any refugees. For their sake of economies they have no other option given their declining birthrates.

As far as handeling immigrants once they're already there, both the melting pot and multicultural model seem to be inherently flawed in the fact of the demographic changes happening across Europe.

U.S. officials are being advised in internal government documents to avoid referring publicly to al Qaeda and other terrorist groups as Islamic or Muslim, and not to use terms like jihad or mujahedeen, which "unintentionally legitimize" terrorism.



"There' s a growing consensus [in the Bush administration] that we need to move away from that language," said a former senior administration official who was involved until recently in policy debates on the issue.



Instead, in two documents circulated last month by the National Counterterrorism Center (NCTC), the multiagency center charged with strategic coordination of the U.S. war on terror, officials are urged to use terms such as violent extremists, totalitarian and death cult to characterize al Qaeda and other terrorist groups.



"Avoid labeling everything 'Muslim.' It reinforces the 'U.S. vs. Islam' framework that al Qaeda promotes," according to "Words that Work and Words that Don't: A Guide for Counter-Terrorism Communication," produced last month by the center.



"You have a large percentage of the world' s population that subscribes to this religion," the former official said. "Unintentionally alienating them is not a judicious move."



The documents, first reported by the Associated Press, were posted online last week by the Investigative Project on Terrorism.



They highlight developments in the Bush administration' s strategy for its war on terror that have been fiercely criticized by some who have been its closest allies on the issue, and apparently are being ignored by the presumptive Republican Party presidential nominee, Sen. John McCain of Arizona.



Some commentators noted after President Bush' s State of the Union speech in January that Mr. McCain had stopped using the term Islamic terrorism, instead referring — as the NCTC guide recommends — to "terrorists and extremists — evil men who despise freedom, despise America, and aim to subject millions to their violent rule."

Groups Struggle to Clean Up Mess Illegal Immigrants Leave Behind

Government officials and border activists say the garbage dumped in the desert by illegal immigrants and their smugglers is staggering.

And the cleanup is costing taxpayers millions.

In 2006 alone, more than 1.18 million pounds of trash was collected along southern Arizona border, many in the meeting spots where immigrants rest, change clothes and wait to hitch a ride further north with a smuggler.

"You can find everything," said Shela McFarlin, special assistant for international programs at the Arizona Bureau of Land Management. "Blankets, airline tickets, Bibles, wedding pictures, photos of children, school reports, because clearly people don't tend to throw away everything they've brought with them — they're forced to."

Arizonia officials have spent approximately $4.4 million over five years to clean up the mess, that continues to build with each crossing. Nearly $1 million was spent for 2007 from a base BLM appropriation.

Border Patrol's Tucson sector, which covers most of the Arizona border, doesn't have statistics about how many people cross through each year, but on average, agents apprehend 1,500 people a day, with 378,000 undocumented immigrants caught in 2007 alone.

The trash is a problem that activist groups, like the Minuteman Civil Defense Corps, say will not stop until the nation's southern border is secured.

"It's just like a flood," said Chris Simcox, the president of the Minuteman Civil Defense Corps. "You can't clean up the floodwaters until you stop the flood and fix the dam."

Successful efforts by the Border Patrol to secure well-trafficked crossing spots in San Diego and El Paso have forced many immigrants to cross through federal and state lands along the Arizona border adding to the trash problem, McFarlin said.

Since 2003, the Arizona BLM has run a project to mitigate the damage caused by the migration of illegal immigrants along the state's border with Mexico.

"What we're beginning to wonder is how extensive is the problem?" McFarlin said. "How many millions of pounds of garbage? How many roads are really damaged? How many miles of illegal trails?"

McFarlin's agency works with local government, student volunteers and civic groups to bag trash in wilderness areas frequented by immigrants. The BLM also disguises smuggling roads by planting new vegetation over the desert tracks carved by smugglers.

"The first thing you notice if you were to drive across some of this land is you see water bottles, lots of water bottles," McFarlin said. "Where people stop to wait to be picked up — we call them 'layup' spots — then you will see more of the clothing, medicine bottles, papers, everything.

"We recently cleaned up one location with almost 4,000 backpacks left behind," she said.

Simcox said his group cleans up the private lands of ranchers who help them on their quest to monitor the border.

"We've seen it time and time again, where we go in and clean up these areas and within months they're just filled again with the same debris," Simcox said.

The Arizona BLM and the Minuteman Civil Defense Corps do not work together on cleanup efforts.

Both groups say it may take years to correct.

"Truly, it's a national disaster of our cherished outdoor areas," Simcox said.

Italy condemned for 'racism wave'

Police have had to intervene to protect Italy's Roma community
Human rights group Amnesty International has said it is extremely alarmed by what it calls a "climate of discrimination" in Italy.

The Italian section of the rights body said recent tough new immigration measures were a worrying trend.

It added that politicians from both sides of the spectrum were legitimising the use of racist language.

Last week, Italy's new centre-right government introduced a series of measures aimed at improving security.

Illegal immigration will become punishable by up to four years in prison, it will be easier to expel illegal immigrants and there will be a three-year prison sentence for using minors to beg for money.

But the head of Amnesty International in Italy, Daniela Carboni, said the moves represented "heavy restrictions and new crimes that will target, above all, immigrants".

She said the organisation was particularly worried by the measure that would mean attempted illegal immigrants could be held for up to 18 months in a detention centre.

"Amnesty International is extremely alarmed both by the contents and haste of these measures... and by the climate of discrimination which preceded them," Ms Carboni said in the report.

There is deep suspicion throughout the country of the Roma community, whom many Italians blame for a disproportionate amount of crime.

In mid-May Italian police were forced to intervene to protect Roma Gypsies who came under attack from local residents in Naples, who set their camps alight.

Ms Carboni urged the Italian government to investigate fully the torching of the two Roma slum communities.

In April's national elections the centre-right coalition led by Silvio Berlusconi - which includes the anti-immigration Northern League and the post-Fascist Alleanza Nazionale - swept to victory, pledging to tackle illegal immigration.

In Rome, Gianni Alemanno, also of the Alleanza Nazionale, was elected mayor on a pledge to expel 20,000 people.
