| UN, Serbia may jointly manage Kosovo April 20, 2008 SERBIANNA UN mission in Kosovo known as UNMIK has allegedly initiated a secret meeting with Belgrade last week in which it proposed to jointly manage parts of Kosovo in areas of province's judiciary, police, customs, health care, railways and transportation reports an Albanian daily Zeri citing unnamed diplomatic sources. The so-called president of Albanian separatists Fatmir Sejdiju and a so-called prime minister of Albanian separatists Hasim Thaci have expressed concern saying that the UN's decision is "very problematic for Kosovo". The Albanian newspaper alleges that the "confidential meeting, held on April 16 in Belgrade" was to revive the plan originally proposed by the Minister for Kosovo Slobodan Samardzic and that UN seeks to implement it "in the near future". "According to Samardzic's proposal UNMIK and the Government of Serbia would enter a partnership, respectively co-governance, because the Albanian side by declaring independence has lost its legitimacy and violated the 1244 Resolution," writes Zeri. "Belgrade's goal is to reach a deal with UNMIK similar to the Haekkerup-Covic agreement from November 2001," Zeri claims. The Haekkerup-Covic agreement was a deal in which the UN guaranteed Kosovo Serbs 10 seats in the Kosovo separatists Assembly in exchange for their participation in the November 2001 elections in order for those elections to have legitimacy. "The relation UN - Belgrade is being exercised by the UN office in Belgrade and furthermore this office is expected to serve as the place where the meetings between UN and Belgrade officials will be held," says Zeri. In a report of UN Secretary-General Ban Ki-moon on UNMIK’s work, Serbian Ministry for Kosovo warned that the UN must respect the territorial integrity and sovereignty of the Republic of Serbia and reject the illegal act of unilateral proclamation of Kosovo’s independence. The report says that Serbia is strongly pledging for continuation of talks on the status of Kosovo and finding a compromise solution. EUs civil representative in Kosovo, Pieter Feith, said that new negotiations on Kosovo are being discussed in international circles, including inside a self-styled International Steering Group (ISG) for Kosovo reports Serbian Radio Television. Kosovo is a Serbian province violently seized by Muslim Albanian separatists that have ethnically cleansed the province of Serbs then illegally declared independence that got recognized by very few states mostly from the West

| Investigation on Kosovo organ sale Human Rights Watch has called for an investigation into claims that ethnic Albanians in Kosovo abducted and killed Serbs and may have sold their organs. The claims, relating to 1999, had been set out in a book by former UN war crimes prosecutor Carla Del Ponte. Human Rights Watch said it had new evidence to back up the allegations. But Albanian PM Sali Berisha said the claims were like "an Agatha Christie novel" and had been investigated by national and international prosecutors. Kosovo's assembly is due to convene in the coming weeks to discuss whether to sue Ms Del Ponte for allegedly tarnishing the image of Kosovo. 'Clear investigation' Ms Del Ponte said in her book that she had learned that organs were being sold from "credible journalists". She said the sources had told her that between 100 and 300 mostly Serb civilians were taken from Kosovo into Albania where "doctors extracted the captives' internal organs". At the time UN and Nato forces were deploying to Kosovo as the war between Serbian forces and separatists was ending. Human Rights Watch said it had reviewed investigations done at the time and that it believed there were "serious and credible allegations" over the issue. Human Rights Watch senior researcher Fred Abrahams called on Kosovo and Albania to "show their commitment to justice and the rule of law by conducting proper investigations". But Mr Barisha said: "There has been a clear investigation by both national and international prosecutors and they have found no evidence." He added: "Carla Del Ponte never presented an official request to my government on the matter." |
