This is the Proclamation from the Second Gathering of AVNOJ (Antifašističko Veće/Vijeće Narodnog Oslobođenja Jugoslavije-Antifascist Council of the National Liberation of Yugoslavia) a week-long meeting in Bosnia of the top members of the Partizans from all over Yugoslavia (with the exception of FYROMian delegation). ![]() The second article is most relevant to the issue of Pseudomacedonians: "2.In order to implement the principle of sovereignty of the peoples of Yugoslaviya,in order to make Yugoslavia into a true homeland of all its peoples and that it never becomes a domain of any hegemonist clique, Yugoslavia is building itself on the federal principles,which will provide fully equal rights of Serbs, Croats, Slovenians, Macedonians and Montenegrins, i.e. of Serbia, Croatia, Slovenia, Macedonia, Montenegro and Bosnia and Herzegovina."

According to the prevalent opinion, an invitation was send from the top, but on the initiative of certain participants of the AVNOJ, the message was blocked during its way.The motive is the fact that Partisan movement in FYROM was so feeble and decentralized that a call for the incorporation of the Povardarye area into next Yugoslavia, if it were to known on the ground, was not going to be welcomed among the population, which was thought to be either for independence or future with Bulgaria.Instead, it would alienate them more by pushing local Communists firmly into the rank of Bulgarian Communist Party.
