After intense, late night negotiationsat the
European Council, EU Heads of State and Government reached an agreement on the
financial perspectives 2007-2013. The deal was finally struck on 16 December. The budget was set at €862 363 billion for 2007-2013, which amounts to 1.045 percent of EU Gross National Income.
Besides budget negotiations, the 25 EU Member States adopted
conclusions on a wide range of issues.
They decided to grant the former Yugoslav Republic of Macedonia (fYROM) the status of candidate country.
The Council also adopted an ambitious declaration on the Mediterranean and the Middle East.
Other significant progress: the creation of a Globalisation Adjustment Fund to assist victims of relocations.
However, the decision on reduced VAT rates was put off to the next Economic and Financial Affairs Council in January.
