What about Ptolemy? We almost forgot about him.

Themistocles is considered more of a statesman than a general Andrew.....

Yiapp TB ...he is MORE known as a stateman ...but also a great Strategos...
Most of the greek "generals" were also great statesments ... Philip , Alexander etc.

I put Themistokles for one of his answers:
..When the Greeks said that to cause the Persian retreat to Asia we MUST necessary defeat them ....Themistokles proposed a second way ...
"..If we threaten them to block them in Europe by destroying the "bridge" in propontis ..and we threat them to cause a revolt in Asia when they are blocked in Europe ...You will see that the Persians will start running to Asia !!"
That's why the Persians after Platea retreated ...even if they continue on being more than the Greeks (after Platea the Persians were still 100.000 and the Greeks never were more than 50.000 united).
For that "2nd way" I put him among the great generals ...
...What do you say TB ??????
