Haven't you heard of Abdul Hamid II?
Look into his doings and you'll find that he had the full support of Germany, which sent officers to assist him in his military reforms. You'll even find at about the same time the 1876 Berlin Memorandum, which was "Europe's" reaction to the massive massacres commited in the Balkans (see nickname Read Sultan).. interestingly enough Britain due to its geopolitical interests had rejected it and clearly sided with the Ottomans (see Cyprus, Egypt, Suez) back then.
