Well, sometimes they were military themes, but only after the Themes were introduced by the Byzantine administration. This did not happen until the 6th century A.D. As for your question about the geographic definition of Macedonia and why FYROM is now included in such definitions id say its directly as a result of 19th century geo-politics and little else.
